Whereas the Collective Agreement between the parties includes a clause IV.2.1.1. that refers to the "Allocation of Teaching and Departmental/Program Duties", including a sub-clause IV.2.1.1 (xiii) which makes reference to "the average advising load for members";

and whereas Senate has approved that first year students and transfer students be assigned a college academic advisor, and that the advising of continuing and returning students will shift to departments/programs;

the parties now agree to the following:

  1. The operation of sub-clause IV.2.1.1 (xiii) of the Collective Agreement shall be suspended through 30 June, 2005, or until this Memorandum ceases effect according to clause 3 below, whichever comes first.

  2. Until 30 June, 2005, or until this Memorandum ceases effect according to clause 3 below, the advising duties of members of the TUFA bargaining unit shall consist of new (first-year and transfer) student advising and continuing and returning student advising, subject to the following conditions:

    1. The average new student advising load for members in the period 1 July, 2003, to 30 June, 2005, shall not exceed eight (8); the number of new student advisees assigned to a member in any year may be raised to ten (10) with the member's consent.

    2. Other advising duties of members will be done through service on a college advising committee and/or as departmental/program advisors.

    3. No member may be required to serve both on a college advising committee and as a departmental advisor.

    4. Members shall be allocated duties as departmental/program advisors by the chairs of their departments/programs in a fair, equitable and reasonable manner consistently with the other provisions of clause IV.2.1.1.

    5. The Dean of Arts and Science shall ensure that departments/programs are allocated adequate resources to enable them to meet their advising responsibilities.

  3. Either party may terminate this Memorandum on a minimum of ninety (90) days notice, with an obligation on both parties to complete the academic term in progress.

  4. This Memorandum is agreed to by the parties without prejudice or precedent to the position of either party with respect to any other matter.
